With Chilean troops
occupying most coastal cities and moving at will around the countryside, many
post offices were compromised, thus the Arequipa government in February
1881 ordered all post offices under its jurisdiction to overprint their stamps
with local countersigns
that would guarantee their legitimacy and show the origin of their purchase. Here are a few of the many local stamps that were
issued between 1881 and 1884.
